Implementing setting the first-party tracking flag in the ContentClassifier.

ClassifyWithEngines now takes the existing ClassifyMode instead of the
aIndependentEngines bool, and the per-feature request filter receives that
mode. The ETP features use IsThirdPartyUnlessAnnotating, so they still
block third-party requests only but annotate first-party ones as well, as
url-classifier's annotation features do; the harmful-addon feature keeps
filtering on the requesting add-on regardless of party. In annotate mode
CheckNetworkRequest presents a top-level document to the engine as an
untyped request, since untyped rules never match the document type on
their own. The apply side already picked first-party flags from the load
info and emits no content blocking event for them.
