Bug 1810753 introduced a hidden extensions.dnr.match_requests_from_other_extensions preference in case there were extensions that relied on the ability to match requests from other extensions. The consensus in the WECG is to not match requests from other extensions, and Chrome had also fixed their implementation.
The pref is not documented, not shown in about:config, and only used in a few DNR unit tests. We should remove this pref.

I'll refactor the logic in bug 1827422 without changing the effective pref-backed behavior. Let's consider removal after the other patch lands.
Dave expressed interest in working on this bug because he also worked on the Chromium side of the implementation in the WECG issue I already referenced above.

Since the consensus in the WECG[1] is now that the declarativeNetRequest API
shouldn't allow browser extensions to match requests from other extensions, we
can safely remove the disused
extensions.dnr.match_requests_from_other_extensions preference.
