Attachment: Bug 2074922 - Use Python to extract Talos webroot archives r?ahal

Use the existing unzip helper to extract Talos archives on Windows paths that exceed the external unzip tool's limit.

Use the path returned by ZipFile.extract when restoring permissions, since Windows extraction can replace invalid filename characters. Update the existing filename test to check the extracted file.

Extract Talos ZIP files with the existing mozharness helper. Use the path returned by ZipFile.extract when restoring permissions, because Windows replaces invalid filename characters. Update the Windows extraction test to check the sanitized output file.
