207877 - missing url bar on launch

Whenever I launch Mozilla Build ID:2003050714, the url bar only contains "Home"
and "Bookmarks", none of the additional locations I have set.  It only happens
on launch, and I get around the problem by closing the first window, and opening
a new window.  This always solves the problem.  

Reproducible: Always

Steps to Reproduce:
1. Quit Mozilla
2. Open Mozilla (New window shows problem)
3.
Actual Results:  
Missing url bar address items

Expected Results:  
Shown all links, like normal

I've never changed the theme, but I do not remeber this issue in 1.3
