2078836 - Add the travel widget strings

Add the Fluent strings for the travel widget: the widget title, the Customize Panel toggle label, and the context menu button label ("Open [widget name] menu").

Land once content design confirms the wording. Changing a string after it lands needs a new string ID and fresh translations in every locale.

The travel widget's title, Customize panel toggle label, menu button
label and Learn more item have been added, with "Kayak Travel" as a
placeholder name until content design confirms the copy. The Learn more
message copies its translations from the Weather widget's identical one
through a migration.
