In this site, move the cursor over a link. It should only be a cross cursor, but
it's still being a link cursor for a moment.

There seems to be 1-pixel "border line" around the image where the wrong cursor
is displayed.

testing the testcase: 
slowly going TO the link, arrow changes to hand changes to crosshair. I can hold
the cursor indefinitely in the hand state, if I stop moving the mouse. One mouse
tick, and it changes state.
Leaving the link, crosshair changes to arrow, no way to get to that hand state.
Seems that the mouse tick changing into the region to display the link also
draws the hand, and the next mouseclick inside this region draws the crosshair.
Mouse ticks with change of region give hand or arrow, without change give
crosshair or arrow, if inside or outside of link display region.

This is because nsImageFrame::GetCursor is just silly.
Er, never mind about nsImageFrame::GetCursor.  I really don't know why this
would happen.

testcase WFM
On my new computer the hand cursor appears only for a tiny fragment of time.
On my slower computer it appeared for a little longer than that.

The bug is still there. The testcase still produce a hand cursor for a tiny fragment of time. It's not about pointing on the border. It's about the cursor changing to hand before changing to cross.
