This patch only adds the Nimbus Preferences for non-en locales. A
subsequent patch will be created for handling model changes required
as well as enabling for FR locale.

The functionality remains the same as before.

[Why is this notable]: Auto Tab Grouping in Smart Window is now available in
French, with clustering and group names tuned for French tab titles.

[Affects Firefox for Android]: No — Smart Window (and Auto Tab Grouping) is
Desktop-only.

[Suggested wording]: In Smart Window,
Organize Tabs is now available in French: Firefox can suggest groups of related
open tabs and name each group in the language of your tabs
(bug 2080877).

needed to activate the feature and it's region restricted, so we should probably
show the "progressive roll out" indicator.
