Steps to reproduce
Use Firefox (Arch Linux build) on a machine without working network access, where outgoing connections are silently dropped rather than refused.
Start Firefox, let it run, then quit.
Actual results
Firefox crashes during shutdown:
MozCrashReason: [Parent, Main Thread] ###!!! ABORT: file resource://nimbus/lib/RemoteSettingsExperimentLoader.sys.mjs:308
The file and line point to the call in RemoteSettingsExperimentLoader.enable() that registers the "RemoteSettingsExperimentLoader: disabling" blocker on AsyncShutdown.appShutdownConfirmed.
Expected results
Firefox shuts down cleanly even if a Nimbus recipe update is still in progress.

The Bugbug bot thinks this bug should belong to the 'Firefox::Nimbus Desktop Client' component, but is not confident enough to move the bug to that component.
