2081658 - Implementing the correct algorithm for PermissionsPolicy::InheritPolicy() from the specs

I was working on fixing both Bug 2076776 and Bug 2080758, and both of these are because InheritPolicy() doesn't follow the specification so it misses some steps.

Therefore I implemented both § 9.7. and its sub algorithm at § 9.8. from https://www.w3.org/TR/permissions-policy/
