Ctrl-PgUp and Ctrl-PgDn for next/prev tab stop working when current page is empty.
Reproducible: Always
Steps to Reproduce:
1. Make sure tabbed browsing is enabled. Slower line speed works best.
2. Open page http://pws.prserv.net/sgwylan/cwrspics/CWRSPICS.HTM
3. Ctrl-Click on a bunch of images to open the JPEGs in new tabs.
4. Use Ctrl-PgDn to navigate through images quickly, while they are still loading
Actual Results:
When a tab that has no data is encountered, Ctrl-PgDn is ignored.
Expected Results:
Shouldn't it move to the next tab?
Using mouse navigation works.
