LogModuleManager::DisableModules() has had no callers since bug 1914388 removed LogModule::DisableModules(), its only caller, along with the logging.config.modules pref.
Removing it means the upcoming changes to how log modules are stored and configured (bug 2080769) don't have to keep it working.
