Prototype browser-driven focus navigation with document.advanceFocus() and cancelable beforefocus events, disabled by default behind dom.focus_navigation.enabled.

Include shared tentative WPTs and native regression coverage. Track remaining platform coverage, explanations of native-only tests, and Gecko use counters in this bug.

This is contributor prototype work, not a request for default enablement or shipping. The companion Chromium issue, implementation reviews, standards discussions and intent threads will be linked here as they become available.

Let pages reuse Tab order and cancel unwanted focus changes before
they happen. Keep the prototype disabled by default and include shared
WPTs and native regression tests.

Measure document and page usage rather than individual calls or events.
Attribute browser-generated beforefocus events to the target's document.
Cover opt-in, cancellation, synthetic events, and cross-frame aggregation.
