An email with the following From header is not decoded properly:

From: =?iso-8859-1?q?Folhainvest=20em=20A=E7=E3o=202003=20 <emacao@folha.com.br>,
        ?=@storm9.uol.com.br
Instead, it shows =?iso-8859-1?q?Folhainvest=20em=20A=E7=E3o=202003=20 in the
Sender column in the message tree and ?=@storm9.uol.com.br in the From field in
the message page.

Reproducible: Always

Steps to Reproduce:
1. Receive a message with that header, or somehow insert it in your messagebase.

From header was not decoded properly

Expected Results:  
Decode de from header to "Folhainvest em Aчуo 2003 <emacao@folha.com.br>;
@storm9.uol.com.br"

This bug is not specific to the charset tagging.

I don't think the two addresses on the From: line are correctly formatted for 
tagging.
