I had just purchased more "fuel" (bandwidth) for my SpamCop account. Since the
resulting page had an invoice number, I saved it to my hard disk, which
re-downloaded the page, which caused a second purchase. Fortunately it was only
$15, and I was probably going to have to spend it pretty soon anyway with the
amount of spam I'm getting.

Reproducible: Didn't try

Steps to Reproduce:
1. Purchase extra "fuel" for a SpamCop account
2. Save the resulting page to disk

Actual Results:  
A duplicate purchase was triggered.

Expected Results:  
Saving a web page should not involve any network operations at all.

IMO this is rather a duplicate of Bug 115174 which is related to bug 120809.

If I understand correctly, the page was not cached, hence the reload. In such a case, this bug should be dupped to bug 288462 (still open), not 120809 (which concerned only data that were cached).
