When launching the browser the initial default window has only Home and
Bookmarks. I can use my personal ones from the Bookmarks menu Personal Toolbar
Folder. When additional windows are opened (I habitually open 3 to begin with)
the items in my personal toolbar folder appear as expected following Bookmarks.
This started when changing from 1.3 something to 1.4b.
I looked through a slew of "personal toolbar" bugs but didn't find this one.

Steps to Reproduce:

Actual Results:
Initial window opens with only Home and Bookmarks visible on the personal
toolbar line. Cmd-N gives an identical window except that my personal items are
present. I have twelve items, all site links. There is only room for the first
11 on the line and the line ends with ">>" to access the extra one.
Expected Results:
Should have displayed the personal items to the right of Bookmarks in the
initial window.
