style="padding: 0px;" doesn't work for buttons

The <button> and <input> buttons always have a little padding to its content,
even if padding is set to zero.
This makes it hard to display uniform buttons, where some has to be <a> elements
whereas some buttons have to be submit buttons.

Steps to Reproduce:
Expected Results:
Giving style="padding: 0px;" to any of these elements should really imply no
padding.
