1. Create Link
2. Input Japanese Domain name(<soumusyou>.jp in Japanese) in Link Location

Actual Results:
Jamanese Domain Name link is can not read.
Link is encoded ('http://%91%8D%96%B1%8F%C8.jp/")
Expected Results:
Jamanese Domain Name link don't encoded.
