User-Agent:       Mozilla/4.0 (compatible; MSIE 6.0; Windows 98; T312461; .NET CLR 1.0.3705)
Build Identifier: Mozilla Ver1.4 RC2

Installed ver1.4 RC 2 on top of RC1, rebooted, then Mozilla started and halted 
at the splash screen with the following error:

The program must close to allow a previous installation to complete. Please 
restart.

Every attempt to uninstall, reboot, install Ver1.3 or 1.4 RC1 or RC2 results in 
the same error.

Reproducible: Always

Steps to Reproduce:
1.Install Mozilla (any version)
2.Reboot, error occurs
3.Unistall mozilla, reboot
4. Reinstall Mozilla (any version), reboot
5. Error occurs

Actual Results:  
Same as abovew

Expected Results:  
Started normally.

This has crippled a machine that is used for development. Cannot use it in day 
to day operations.
Don't install "on top of" previous version.
Uninstall it, and make sure target directory is empty first.
