To fix this I had to back grade to 1.3 and then upgrade to 1.4b.

Reproducible: Always

Steps to Reproduce:
1. Installed rc2 over 1.4b
2. use all default options
3. mozilla trys to open afer install and and I get above message.  I also get it
when I try to open mozilla from the desk top icon

Actual Results:  
I get the windows do you want to report this crach

Expected Results:  
Open as usual

I am running XP home.
And they keep coming...
