memory not released when closing window

Eventually, this once led me to have 40 megs allocated to mozilla with just one
window open (with about:blank as the only thing open (no history))
Reproducible: Always
Steps to Reproduce:
open mozilla browser with a blank start page. open a new window. close new window.
Actual Results:
2 megs memory allocated to open new window, under 200k freed when closing.
Eventually, this once led me to have 40 megs allocated to mozilla with just one
window open (with about:blank as the only thing open (no history))
Expected Results:
open/close extra window not result in stolen memory

This is part of a general problem of Mozilla taking, but not giving back.
See bug 95130 for more info. I'm marking this as a dupe of that one. That one
should probably be expanded out of the mailnews realm, though.
