browser set to open last visited page in new window

Reproducible: Always

Steps to Reproduce:
1.configure browser to open last visited page in new window 
2.open a page with frames (http://www.mignews.com/ for example) 
3.hit <ctrl>+n 


Actual Results:  
only one frame (last in a page ?) open in new window, but not a page.

Expected Results:  
last visited page
Could you check with a build 20030623xx or more recent and see if it's still a
problem as this has hopefully been fixed by a patch on bug 58613.
If you don't think this a dupe, please reopen.
