Expected Results: Dragging a local file from the desktop to personal toolbar
should work.
What I got: Dragging a local file from the desktop to personal toolbar fails.

Steps to reproduce:

1) Open browser window
2) Attempt to drag a local HTML file from the desktop onto the personal toolbar
3) Notice the drag is not accepted.
