Build: 06-23 1.4 branch build on Win2000-JA
Steps to reproduce:
1. Launch browser and save a file into a Japanese path, or:
Save a file which has non-ascii name, e.g. load http://www.mainichi.co.jp,
select Save Page As.
Result:
The Japanese file/path names are displayed garbled in download manager status bar.

This may caused by unicode change, before we escape non-ascii characters (see
bug 173578)

This seems a regression after the unicode change, because it used to be no
problem with native characters (bug 192154) - Japanese characters were displayed
fine on Japanese system.

Also with Japanese named path/file, the menu item "Launch File" and "Show File
Location" are greyed-out, you can not do the two actions like ascii file names
can do.

Patch for bug 208903 should fix this, but is waiting for sr
