When scrolling the page with flash built-in with arrows (Down)
and the mouse cursor gets on the flash, the scrolling stops
and it's not possible to scroll the page with keyboard any more.


Reproducible: Always

Steps to Reproduce:
1. open some page with Flash (try www.mobil.cz)
2. go with mouse just above the Flash anim
3. scroll down with [Down] arrow
-> you're stuck at the anim without possibility to scroll any more




The current behavior is very ugly and as nowadays more and more pages
are using flash ads, it renders mozilla almost unusable to be controlled
with keyboard.
