This doesn't have a reason for this and why the existing methods (Ctrl-D, Bookmarks->Add Bookmark, and drag and drop) are insufficient. WONTFIX seems like the appropriate answer.
Why should any button be provided? For easier instant access to the function. It might screw up the themes though, so id maybe shoot for later versions if people care.
Going to confirm this for dev comment, I now know they have plans to add a large number of available icons for toolbar customization, so they may or may not include this. But this is toolbars, not bookmarks.

Rationale, per the dupe: to make adding a bookmark in full-screen easier. (Personally, I'd Ctrl+D, or open the sidebar and drag, but that's me.)

There's a star button in the URL bar now (moving to the toolbar in bug 748894).
