This is spun off from bug 58613
Last page visited, when the user visits a frameset, only remembers the frameset
not what was loaded in each frame when the user finishes their current session.
Bug 25909 will add this functionality to bookmarking and hopefully last page
visited can take advantage of that code once it has been landed.
