this is a similar feature request to bug 198594.
In case a proxy hostname changes IP address, Mozilla will keep on using the
previous IP address (i.e. caches the IP@). Shift-Reload could be a way to
trigger a new resolver query for the proxy hostname (in case it's actually a
hostname).
This won't happen frequently in corporate environments but it happens more and
more often in HotSpot environments where the local gateway spoof the proxy to
provide a plug-n-play environment to their customers, see my post on mozilla-netlib:

I understand that the OS API doesn't expose TTL (besides adns mentioned in some
bug report). Should this then depend on bug 209731 ?
