BBC news runner does not respect scrolling and shows in an empty tabbed window

When displaying the above page, the "news ticker' was noted to stay in a fixed
location, while the page around/under it was scrolling up/down. Opened a second
tab to report the bug, and immediately noted (in an empty tab) that the "news
ticker" was displaying there as well. Opened a new window to do the bug report.
Note that BBC was the second of three tabs, went back and checked the first tab
(totally different site) and noted the "news ticker" drawing there as well.
Reproducible: Always
Steps to Reproduce:
1. Open an empty window and load URL above.
2. Open second tab in same window (should open blank, no home page specified)
3.
Actual Results:
Observe "news ticker" drawing in blank (2nd) window tab.
Expected Results:
Restricted drawing of "news ticker" to original window tab.
