When you click the dropdown button on the URL bar, it displays fine. But you
cannot close the dropdown if you click the same button again, you have to click
outside the URL bar for it to close.

Reproducible: Always

Steps to Reproduce:
1. Click the drop down button on the URL bar
2. Click the drop down button again
Actual Results:  
The dropdown doesn't close.

Expected Results:  
Closed the dropdown with a second click.
