Edit/Preferences/Privacy & Security/Popup Windows screen says "For details of
how to use... click Help".  But when you click the Help button, there is no
documentation there about Popup Windows.  Even the whole category for Popup
Windows is missing!  The other categories (forms, images, etc.) are there
[though in a different order than on the Preferences screen -- that could be
fixed, too] but nothing for Popup Windows.

Reproducible: Always

Steps to Reproduce:
1. Go to Edit/Preferences/Privacy & Security/Popup Windows
2. See the text saying "For details...click Help".
3. Click Help, then click Privacy & Security preferences
4. Note that the promised help for Popup Windows is not there.
Actual Results:  
No documentation on Popup Windows is displayed.

Expected Results:  
Show the documentation on Popup Windows as promised. 

Note that even using the Search function of the help screen for "Popup" brings
up 3 subject headings related to popups, but all of them are empty -- no
documentation there.
