When running multiple instances of Mozilla 1.4 browser the system resources drop
dramatically in Windows 98SE. Can't run more then 3 instances or system crashes.
This did not happen with 1.3.

Reproducible: Always

Steps to Reproduce:
1.Start multiple instances of browser

3.

Actual Results:  
System resources fall, system starts to fail. Shut down browser and system
returns to normal even while running software, i.e. Eudora, Word, etc.

Expected Results:  
Allowed multiple instances.
