I have the button in
prefs->privacy&security->images->animated images should loop
clicked to "Never," yet macromedia flash images still continue. In the
referenced page, it's the F-22 "Air Dominance" advert.

Flash objects are not actually images, so Mozilla has no control over how they
are rendered (they are rendered by an external plug-in). We can only render
them or not render them....

No doubt. But shouldn't the flash plug-in be disabled (not called) when
animations are set to "none?"

Not all flash objects are animations (or even images). Some are forms and there
are a few things like crossword puzzles and such I've seen done in flash....
What you are asking for is a plugin manager; there is a bug filed on that...
