The devanagari sequence &#2361;&#2366;&#2305; is not displayed correctly.
I've also raised bug 212505 separately for a different devanagari conjunct.

Reproducible: Always

Steps to Reproduce:
1. Make sure you have a ctl enabled build and the sun-unicode-india encoded
fonts, as mentioned in http://www.arbornet.org/~marcow/howto.html
2. Load http://www.wandel.subnet.dk/hindi.html
3. Type the sequence &#2361;&#2366;&#2305;
4. View the same using mozilla on win2k/winxp with the indic language pack
installed and otf fonts installed (see http://geocities.com/alkuma/seehindi.html
for instructions)
5. Compare the difference.

The results in (3) and (4) are different, and (3) is incorrect.

Expected Results:  
See the images that I'm about to attach.
Screen shot taken from gedit with pango, using an opentype font.
The character is displayed incorrectly.
Might this not be easier to reproduce just by opening composer, pasting in
&#2361;&#2366;&#2305; in the HTML view, then viewing in preview? I couldn't
figure out how to type in &#2305; using the tool you link to. (My expertise is
Arabic, not Hindi, so i could be wrong.)

True. The tool is primariy to generate the &# number code by pressing the
buttons corresponding to the characters rather than the other way round.

The method you mention is also a good way of simulation, I never thought about it.

Alternatively you can just try going to
http://bugzilla.mozilla.org/attachment.cgi?id=127661&action=view
to simulate it on a ctl enabled build.
