213244 - "Get Msgs" tool tips confused by mouseover other buttons

If you click the down arrow on the "Get Msgs" button, then mouseover the
"Compose" button so the tooltip comes up there, all tooltips for the options
under "Get Msgs" now read "Create a new message."  This also occurs with other
buttons with tooltips and then the drop down menus under the other buttons.  

Reproducible: Always

Steps to Reproduce:
1.  Click down arrow by "Get Msgs"
2.  Hover over "Compose" until tool tip pops up
3.  Hover over options under "Get Msgs"

Actual Results:  
The wrong tooltip appears.

Expected Results:  
The correct tooltip should've appeared (i.e. "Get new messages" or "Get new
messages for <account>"

Using the Modern theme.  Also occurs under Windows XP, with both Classic and
Modern theme.
