213460 - account list displayed at bottom after scolling down and collapsing

I have many email accounts and one news account, but on this last account i have
subscribed many (17) newsgruops. When i roll down list of newsgrooups, Mozilla
shows scrollbar. It is correct. But now:

- i roll down list of newsgroups
- i rewind the scrollbar to end
- i roll up list of newsgrups
*list of accounts are not at the top of this sidebar*, they are at the bottom

if my english is not understandable i can show U print screen  :)

I see this too with linux trunk 20030720.  You don't really need a lot of
accounts.  Just make the window really short.  the problem also occurs in the
preference window (expand, scroll down, collapse)
this regressed between trunk 2003062005 and 2003062105.
