[DOGFOOD][REGRESSION] When replying to a message not all the recipients are visible

I'm sorry I haven't filed a bug on this yet. I've been seeing the problem all
week long. This is separate from Bug #21306.
When reply / reply all does work (sometimes it doesn't because of 21306), only
the first recipient in the reply field is displayed in the UI. The rest of the
To/cc fields are all blank. If I send the message, everyone gets it. But I can't
see who the message is going to which is very disconcerting.
For instance,
I have a message that was sent to A, B, C and D.
I hit reply all. All I see in the compose window is To: A
The recipients appear to be there if you click in the addressing fields, but the
names just don't show up initially.

If the recipient appears when you click into the input field is therefore a dup
of 16709 (second part of it).

Jan, I insiste, it's a dup of bug 16709, at least of its remaining part. The
problem is that data set into the edit field before the frame is constructed
(which is the case when you scroll or for the row 2 and 3 during the
initialisation) are not visible until you click in it.

Using build 1999121309m12 on win98 and build 1999121308 on mac and linux Reply
All fills in the Addressing section of the compose window with all (5) of the
recipients my mail message was addressed to. However, they should all be
addressed as To:, some kept their CC: addressing some changed to To:. That is a
different bug. This one as stated in the scenario is fixed. Verified for this
scenario only. Also note: scrolling (using the up arrow and down arrow) to see
all the addresses worked for me, a little slow, but worked.
