21488 - Dropdown selection box scrolls screen and leaves remnants

1) scroll so that the box titled "Select a version" is near the bottom of the
screen.
2) drop down the box to reveal the set of versions.

Observed behaviour:
the dropdown box extends below the frame of the Mozilla browser
the original area previously occupied by the dropdown list moves UPwards.

Expected behaviour:
dropdown box pulls down and/or the dropdown window would appear to overlay the
original dropdown area.

(NOTE: this same bug manifests itself while trying to submit a bug and selecting
an operating system - there's something weird with the dropdown selection widget.)
