215417 - form info saves even when saved form info is not selected

In my Privacy options, I have the Saved Form Information option unchecked, so
that Mozilla should not save info I enter on web page forms and the search bar.
However, my data is saved and I have to manually clear it

Reproducible: Always

Steps to Reproduce:
1. Tools --> Options --> Privacy
2. Uncheck the "Saved Form Information" box and click "Clear" to delete anything
already there
3. View web pages that require data entry (yahoo mail, hotmail, etc.) and enter
your data the first time
4. View these web pages again, begin typing data into textboxes, and your
previous entry becomes available for you to choose.

Actual Results:  
form data is saved

Expected Results:  
never save data in form elements, so previous text is never available when the
"Saved Form Information" button is unchecked
