21544 - forms jump when they gain focus on bonsai query page

Overview Description:  WHen I go to the bonsai query page and click in any of
the forms (Directory, File, Who, Sort By, and Date) the form jumps up the page.
 The form is still useable but it's in the wrong place.  This behavior does not
seem to happen in Bugzilla or other Webtools forms so I'm not sure if it is a
forms problem or a just bad bonsai markup.

Steps to Reproduce:
1) launch mozilla.exe
2) go to http://cvs-mirror.mozilla.org/webtools/bonsai/
3) click to set focus in teh "Directory" form (or any form below this one)

Results: see the form disappear and reappear higher up on the page

Expected Results: clicking in form sets focus and form stays in original
location

Build/Platform: Win32 (98 and NT4) tested on 12/6 and 12/12 builds

Additional info: The problem does not seem to affect the "Module" or "Branch"
forms.

I think we can clear this one out. Verified Fixed.
