bug 111842 has something about this.

open links in the background sounds like it applies to windows/tabs but it only
does tabs. it also implies that all links open in a new window.

"Load tabs in the background" would imply, that new tabs without content are
also created in the background.

The current wording is ok, but we should also point out, that this only applies
to links which are opened with middle-click. The current wording implies that
every link is loaded in a background tab/window.

Suggestion:
Open links in the background (on middle-click)

Pham, please don't add useless advocacy comments, especially blog posts from
some random person.  It doesn't contribute anything to the bug, and wastes the
time of others.

Both of these are better than the current text:
"When opening a link in a new tab, keep the current tab selected." (comment 12)
"When loading page in a new tab, switch to the new tab immediately." (comment 14)

I suggest:
"When opening a link in a new tab, don't switch to the new tab."

It's usually better to avoid negatives in pref descriptions, but I think it's
appropriate here.

Oops, that comment would make slightly more sense on bug 111842.

It looks like this bug should be isolated to the functionality of setting of the
pref.  Leave the wording of the pref for bug 111842.

loading bookmarks initially loaded in the background. Then I changed the pref
for test pruposes to load in the foregorund.  Then changed the pref back.
Restarting the app each time to be certain to avoid bug 249610.

Now with the pref set to open links in new tabs in the background. It is broken.
 Links open in new tabs in the foreground.  This also happens from the history
sidebar.
