OE is set as system email prog, only Moz calls the wrong program - happens with
plain mailto: and the "send email" buttons on the above page which run scripts.

Reproducible: Always

Steps to Reproduce:
1. Open web page
2. Click on "send email" link
3.

Actual Results:  
Mozilla mail prog opens and tries to create a new account (I don't have one set
up  already)

Expected Results:  
passed the call to Outlook Express
