FTP download pops "unknown file type" dialog

When downloading an .exe file by FTP, Mozilla is popping an "unknown file type"
dialog and reporting the file to be "application/octet-stream". Obviously this
is not possible with FTP.

I think this is a dup of Bug 21358. It hadn't occured to me that the reason was
a JS that popped up a new browser window. The link used to pop up the new
browser windows has a #foo link just as Bug 21358 does. If anyone thinks this is
not a dup, let me know.
