When activating restrictions, there's still at least a message hardcoded in
editproducts.cgi, saying "Access to bugs in the $product product", in line 1158,
but it seems there are still other strings in this file

Reproducible: Always

Steps to Reproduce:
1. Setup mozilla to have "es" language as default for browsing
2. Go to the URL above
3. Check that the specified message appears
