You can't disable cookies starting with the 08/23 build. Also the three
checkboxes below don't work.

Reproducible: Always

Steps to Reproduce:
1. Go to Tools-Options-Privacy-Cookies.
2. Uncheck the "Enable cookies" checkbox.
3. Click OK on the options panel.
4. Reopen Tools-Options-Privacy-Cookies.

Actual Results:  
The "Enable cookies" checkbox is checked again.

Expected Results:  
It should be unchecked.

Same problem with the three checkboxes below.

Workaround: Start yesterday's build, disable it there. Restart today's build and
notice: The checkbox is unchecked.
