Intellimouse wheel scroll on bookmarks tab never goes down. Always up

When you open the bookmarks tab on the personal toolbar and have a lot of
bookmarks in it, when you're scrolling down with the Intellimouse wheel and stop
scrolling for a moment, the bookmarks list always returns up in the list.

This happens also win Netscape 7.0/7.1 and Mozilla 1.4.

Steps to Reproduce:
1. Open the bookmarks tab in the personal toolbar
2. Try to scroll down to see the last bookmark on the list. (Microsoft Wireless
Intellimouse Explorer needed).
3.

Actual Results:  
The bookmarks list always go up instead of scrolling down. Never stays on one place.

Expected Results:  
Bookmarks at one place should be stay and be selected when I stop scrolling down
or up with the intellimouse wheel, so I can have time to choose the bookmark or
bookmark folder I want to see.

Does the same thing for me.  Similar in behaviour to bug #129480.
