Robert: Is this for the Bugzilla product in general or bugzilla.mozilla.org in particular? In the general case, it's not too hard to move the URL field closer to the comments. It's also possible to remove it entirely, so people don't see the URL field; instead putting URLs in the comments (which many people seem to do anyway). For the general case, I'd say WONTFIX. In the specific case, it's something you'd have to take up with the b.m.o administrators, which means you'd have to change this to the "mozilla.org" Product, "Bugzilla: Other b.m.o Issues" Component.
