The inclusion of a URL in a bug is noted, but is not obvious--most users just
scroll down to the comments.  If a URL is included, it should be displayed as a
link below the textbox.  An examply of why is at bug 216951.

Robert: Is this for the Bugzilla product in general or bugzilla.mozilla.org in
particular?

In the general case, it's not too hard to move the URL field closer to the
comments.  It's also possible to remove it entirely, so people don't see the URL
field; instead putting URLs in the comments (which many people seem to do
anyway).  For the general case, I'd say WONTFIX.

In the specific case, it's something you'd have to take up with the b.m.o
administrators, which means you'd have to change this to the "mozilla.org"
Product, "Bugzilla: Other b.m.o Issues" Component.
