Unable to download from http or ftp from a web page. Also seems to affect opening attachments in mail.

When I try to download - for example - a program from a webpage I get a dialogue
with the title
C:\DOCUME~1\OWNER\LOCALS~1\TEMP\0xhi9gu1.exe
Contained in the dialogue is an exclamation mark in a yellow triangle with the
following message.
C:\DOCUME~1\OWNER\LOCALS~1\TEMP\0xhigu1.exe could not be saved, because the
source file could not be read.
Try again later, or contact the server administrator.
Followed by an OK button.
I could not find anything on bugzilla - hope I am not duplicating a bug report
here. I did find a few people - very few people - who had similar experiences
such as the comments found at http://www.natrak.net/node/view/239 but no
workaround or fix.
Whatever it is seems to affect opening of attachments in mail too.
I am going to try a re-install of Mozilla 1.4
