218191 - Certificates and Validation require two clicks to expand options

Under Tools->Options->Advanced, Certificates and Validation require two clicks
to expand their options whereas the other Advanced components only require one
click. This only happens if they are initially closed. Once they have been
expanded, they will close/expand with one click.

Reproducible: Always

Steps to Reproduce:
1. Open Tools->Options->Advanced
2. Expand the Certificates or Validation options

Actual Results:  
Two clicks are necessary to expand the options for Certificates or Validation
for the first time. After that, they can be closed/expanded with one click.

Expected Results:  
You should always only need one click to expand the options.
