The Horizontal Rule renders over a floating table (floated with CSS), it should
leave space for the floating element as paragraphs do.

Reproducible: Always

Steps to Reproduce:
1. Create a table and make it float with css
2. After the floating element insert a HR that doesn't brake the floating element
3. That's all
Actual Results:  
The HR keeps rendering over the floating elements

Expected Results:  
The HR should render only in the space available, and not on the floating elements.

I've used Mozilla since release 1.1, at home I use Moz 1.4, at work I use Moz
1.2b, this is an old bug I haven't submitted, but hope it gets corrected in
future releases of Mozilla.
