This problem discovered in the process of testing for Bug 21688.
Basicaly, in one of the types of msgs which induce the problem
in Bug 21688, when the problem occurs, the original headers
are quoted without any linebreaks but at the same time, the
1st body and attachment are not quoted at all.
Quoting from Bug 21688,

In addition to the plain text original, I found one condition under
which the original HTML mail body causes this problem also.
1. Go to some web page with 4.x -- it does not matter which. Netscape
English Home Page will do for this purpose.
2. Send this page to your Mozilla mail account but make sure that
a. Your digital sigature is attached.
b. Your vCard option is turned off.
c. Include some Latin 1 "accented" characters in your Subject.
4. Receive this msg with Mozilla. Now try forward as inline on
this message. You will see that header lines lose the line breaks.

5. Now also observe this message, you see that:
There is no original text body nor the attachment in this
forward inline message composition window. We basically lose
all of that when we have Bug 21688.

Hi Jeff,
Sorry to do this, but this is another Forward/Inline problem. I have a feeling
that the two are probably related. Again, I can usually quote these messages
fine, but the Forward - Inline seems to have the problem.

I don' think we can verify this bug while there is Bug 23931 because nothing will get quoted of
an attachment in reply or forward/inline. Marking the dependency so that we can look at this
bug when the other bug is fixed.
